Overview
Air Force Research Laboratory (AFRL), in collaboration with Doolittle Institute, is seeking to demonstrate interoperable, intelligent, and affordable mass networked collaborative autonomous (NCA) weapon salvos capable of rapid software updates informed by recent battle outcomes. These weapons will operate collaboratively to neutralize targets in complex, contested environments.
The objective is to demonstrate multi‑vendor, multi‑platform interoperability supporting large‑scale affordable mass cruise missile operations.
Affordable Mass Cruise Missile Definition
For this effort, an affordable mass cruise missile is defined as:
- Minimum range: 350 nautical miles
- Equipped with: Weapon datalink
- Unit cost: Less than $250K
Nominal program goals include flight demonstrations of interoperable and rapidly reprogrammable NCA behaviors across multiple vendor platforms, assuming GPS or near‑GPS navigation accuracy, with GPS‑challenged environments as a stretch goal.
Submission Details
Interested parties are encouraged to respond to this RFI with a Statement of Capabilities (SOC) addressing experience and technical readiness to support projected flight demonstration events.

An in-person Industry Day will be held in support of this RFI:

This event will provide participating vendors the opportunity to gain additional insight into the effort, ask questions, and engage with Government representatives and potential industry partners.
Note: Participation is by invitation only. Companies must submit a response to the RFI to be considered for attendance.
